I am pretty sure the attendance is not the lowest during Halloween Time. Also you should add the best days to go are when the most Annual Passes’s have blackouts, for a non-pass-holder.
And here is my response to TheNeoChamp:
I agree Halloween is not the best time to visit Disneyland, but if you plan your trip a couple of weeks before Halloween or just after you’ll find the Parks comfortable and less crowded than on the Holidays. October, school is still in session, there is no big holiday except Columbus Day and Halloween, so most of the month would be quiet. Remember if to plan your trip during the middle of the week, you’ll improve your chance at fewer guest, most will hit the Parks on weekends.
P.S. He is correct about the Annual Pass ticket holders, watch for blackout dates where their Pass does not allow them entrance to the Parks, these days are usually on the busier days and some days around the Holidays
